    TOMODACHI Initiative – Reflecting on 15 Years and Looking Ahead

    March 11, 2026 marks the 15th year since the Great East Japan Earthquake. We once again extend our deepest condolences to all those who lost their precious lives as a result of this disaster.

    We also hold in our thoughts all those who were directly affected, as well as those whose lives were profoundly changed and who continue to live with the impact of the disaster in different ways. At the same time, we express our deep respect and sincere gratitude to everyone who has dedicated themselves to recovery efforts and supported their communities and the lives of others over the years.

    While reconstruction has steadily progressed, the impact of the earthquake continues to this day. Mindful that each person carries different memories, emotions, and perspectives from that time through to the present, the TOMODACHI Initiative remains committed to honoring and learning from the memories and lessons of the disaster.

    The TOMODACHI Initiative was born out of the joint relief efforts of the U.S. military and the Japan Self-Defense Forces, known as Operation Tomodachi, in the aftermath of the Great East Japan Earthquake. Initially launched to support recovery efforts in the Tohoku region, the TOMODACHI Initiative has since expanded its focus to developing the next generation of leaders across Japan and the United States, grounded in the experiences and lessons of the disaster.

    Drawing upon the experiences and lessons of the Great East Japan Earthquake, in recent years the TOMODACHI Initiative has implemented programs in Tohoku for high school students affected by wildfires in Maui, Hawaii, and Southern California. Through these programs, we seek to connect communities through shared experiences of disaster and foster mutual support that transcends borders. Former TOMODACHI participants have also remained engaged as alumni, contributing to program operations and helping sustain a cycle in which community members support the next generation.

    Founded by Japanese Americans, the U.S.-Japan Council is dedicated to strengthening U.S.-Japan relations through people-to-people connections. As a public-private partnership between the U.S. Embassy in Japan and the U.S.-Japan Council, supported by the Government of Japan, the TOMODACHI Initiative has advanced this vision through its commitment to cultivating the next generation of leaders.

    Moving forward, the TOMODACHI Initiative will continue its steady efforts to contribute to positive change in society. Through the implementation of leadership development programs, we will strive to nurture young leaders who will support the recovery and development of communities and help shape the future of both Japan and the United States, while continuing to foster trust and friendship between our two countries.
